Coastal windows do not go cloudy from dirt. Sea spray dries on the glass and leaves salt behind, and salt pulls moisture out of the air and holds it, so the film never quite dries and collects the next layer. Household glass spray does not dissolve salt and leaves a residue for it to stick to.
What removes it is enough clean water, a wash that rinses fully, and a squeegee finish before anything air dries. We do the frames, tracks and weep holes too, because salt left sitting in a track washes back onto the glass with the next rain.

Screens and tracks first

Can you remove the cloudy film for good?
If it is on the glass, yes. Wet the pane: if the haze disappears while wet and returns as it dries, it washes off. If it is still visible while wet, the glass is etched and cleaning will not remove it.
Do you do second-storey windows?

Is it worth doing before closing a seasonal house?
